I disagree.  "Options" already holds 11 toggle buttons + 3 entries
opening sub panes + the Save button.

Why is customize difficult to find?  Maybe, "Customize Emacs" should
come as the first entry in "Options"?  Maybe, a better label would be
"Customize Emacs (Preferences)"?
