Broken Emacs Faces with Tooltips

What is wrong with this picture?

I am trying to use my tooltip-at-point package to display rich user interfaces
to the client. I want to include 'face' properties so that I can see the
tooltip's contents in color.

Some faces display correctly. The font-lock-comment-face works.. but my own
faces don't work.

I took a look at all of the related source code and I don't think an overlay is
being used. The 'tooltip' face is not being used either because I am using
x-show-tip directly.

I have looked at the background light or dark settings and these don't seem to
apply. No matter what I set these values to the fonts are still munged.

Any idea? I am stumped.
