Not exactly. While the raw information would be the same, you
won't find the list of which emacs elements to customize with X
resources and which to customize with gtkrc on gtk.org.
Re-formulating the information to give the emacs user exactly
what she means would be a valuable form of duplication. I don't
think the text you currently have in this part of the manual is
far off from what is needed; it just needs to be expanded a bit.
