progmodes does not contain just modes for programming languages, but
programming-support modules too: cmacexp, compile, cpp, cwarn, ebrowse,
etags, executable, glasses, hideif, hideshow, mantemp.

As a thread not-so-long ago demonstrated, there's no such a thing as a
"natural grouping" for everyone :-)
