This is The Wrong Thing to do.
Correctness first, performance later.
The Emacs developers already spent _more_ time handling the issues
stemming from this makefile bug (answering questions, trying to debug
instead of a simple "make clean && make" &c) than would have been spent
rebuilding Emacs as per the "overkill" dependencies.

(Just MHO, as always - see `X-Disclaimer' header :-)
