With all due respect, ``designed as'' is not the same as ``is''.  As
long as a library is not sent upstream to the Emacs maintainers and is
not described in the ELisp manual, it cannot be considered part of
Emacs infrastructure, in my opinion.

That's a separate manual, not part of the ELisp manual.  Therefore, a
programmer who is looking for infrastructure that's part of Emacs will
not find this library.

In other words, a general-purpose library should not be part of a
package that is maintained outside Emacs.  IMHO, of course; YMMV.
