Oh, thanks for correcting me. I now see what you meant.
But I don't think it's an option in my typical usage:
M-% foo RET bar RET y y !
...do other things...
M-% RET !
...do other things...
M-% RET !
After I hit ! I don't get a chance to enter recursive edit.
