Obviously, Kim should say whether it is intended behavior, but it is
certainly expected and _looks_ intentional.
cua-mode adds cua--post-command-handler to post-command-hook. This
calls cua--post-command-handler-1 which very explicitly sets
transient-mark-mode to whatever cua-mode wants to set it (which is not
_always_ t).
The doc of cua-highlight-region-shift-only also suggests that it is
intentional.
