So we should add at least %:z .

The timezone is not optional.

   time-offset     = "Z" / time-numoffset

   partial-time    = time-hour ":" time-minute ":" time-second
                     [time-secfrac]

   full-time       = partial-time time-offset

   date-time       = full-date "T" full-time
