For better or worse, the decisions are made by Richard, and Richard
alone.  Agreement on the developer list, as you astutely remarked, is
irrelevant.  Any mediation or compromising concerning the development
goals and directions is the task of Richard or whoever else happens to
be the project leader, based on the input and feedback on the list.

A "compromise" where one side's obligation is just to keep quiet about
what it considers a bad idea is not, as far as I can see, conducive to
making progress.

Anyway, could you spell out the details of the compromise you are
trying to reach?
