23.0.50; changing frame size when tool-bar-mode varies between buffers

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

If tool-bar-mode is nil in some buffers and t in others, switching between
them causes the frame size to change when using the new GTK library in
this version of Emacs.  This behaviour did not exist with the X11
interface in previous versions.  The best example of the behaviour can be
seen (with tool-bar-mode nil) when using Gnus v0.6 when entering and
leaving groups.


If Emacs crashed, and you have the Emacs process in the gdb debugger,
please include the output from the following gdb commands:
    `bt full' and `xbacktrace'.
If you would like to further debug the crash, please read the file
/usr/share/emacs/23.0.50/etc/DEBUG for instructions.
