I was able to bootstrap and install the latest emacs, but 
I get the following error on start up.  It doesn't appear to have any
bearing on the operation of emacs, however.  As, you can see I am writing this 
with the new version....

This "Current fram is in on a tty device".....  I don't understand it 
applicability.
I am invoking this, and it is running on an cygwin provided, X-Window system .
