23.0.60; NeXT emacs window resize incorrect

This is a bug report prob only relates to the Emacs.app (i.e. the  
NeXT based one) on the Mac.

Summary: window resizing does not give correct behavior.

Steps:
1. click on the Red circle on the top left corner to expand the  
window to full screen.
2. drag the lower right corner to resize.
3. Notice how the left side of the window reverted to its previous  
position, whereas it shouldn't move.
