I think it would be nice if `make bootstrap' could decide
automatically whether it needs to build from source to recompile the
Lisp code.  Then people could use it every time, without a pain in the
neck which most of the time is unnecessary.  It could even be
renamed to `all'.

For instance, suppose `make bootstrap' recompiles all the Lisp code
only if bootstrap.elc is older than bootstrap.el.  Otherwise,
it could recompile the preloaded Lisp files and dump a second time
if any of them changed.
