With a fresh cvs checkout, make bootstrap fails on cygwin as follows:

deps/ecrt0.d: No such file or directory
Examining src after the failure, I see that the deps directory hasn't
been created. Is there a problem in the Makefile? If I instead do make
-j4, the deps directory gets created and the compilation proceeds.
