It is very unkind to look for explanations for a problem in terms of
ill will.  Would you please not give us grief?

The real explanation was already posted.  Most tasks in "administering
Savannah" do not involve installing software.  There are more people
who can do those things.  But there is only one person who can do
tasks like this.
