The same user already unzipped the Emacs binary distro, so why exactly
would it be hard for her to unzip another zip file from the same
place?

Solved my foot! we need to know that directory's absolute file name in
advance, to hardcode it into the C sources of Emacs.  How's that
going to work, if package.el doesn't know where that directory will be
until it is run by Emacs?
