Cross-compiling with MinGW on GNU/Linux (was: Anyone building Emacs trunk with MinGW w64 (32 bits))

And what about dumping and compiling .el files on a GNU/Linux host? The
later can be done with a native emacs, but how to create emacs.exe from
temacs.exe on a foreign platform? (using Wine, maybe?)
