Indeed, I would expect that as well.
I guess it's because I generated it from one of my computers with
a fr_CH or fr_CA locale (I generally prefer my computers to talk to me
in English, but when GNU/Linux started to support other languages,
I temporarily changed locale to see how it worked in practice, and since
then I have a mishmash of various locales on various computers and
I can't even remember where it's configured ;-).
