Because some people like to work on hard tasks. It's fun for them.

Aren't some emacs devs work on emacs for fun? Others may work
on it, because they want to make it better for themselves.

Anyway, the current emacs devs are motivated enough. The point is 
motivating more people to work on emacs. They may not do it for fun,
but for a quick buck, and if they work on the mundane tasks then
self-motivated emacs devs can work on the more important ones.
