Not out of the box, but 
   gtk_widget_set_direction (w, GTK_TEXT_DIR_RTL)
  gtk_range_set_flippable (w, TRUE);

where w is the scrollbar should do it according to the documentation.  I have 
not tried it.
gtk_range_set_flippable is since 2.18, so you would have to put in a check for
