I agree the info _viewer_ is *not a web browser* and
hence largely irrelevant to new users.
However I see the format mainly as a vector to providing web content
(as well as satisfying existing needs for offline viewing).
I.E. with some simple integration we can span both use cases.
For example in the latest version of coreutils, when you `man ls`
you will be presented with a click-able link to:
http://www.gnu.org/software/coreutils/ls
