Actually, ~USER/_emacs _is_ supported on MS-DOS, albeit somewhat
crudely.

Silently substituting ~/ for ~user/ is not really nice, IMO.
So I don't see a good reason to make this change, thanks. Let's let
the sleeping dogs lie...
