Your test case was filled correctly on this machine.
I suspect that there is a bug somewhere in `window-text-pixel-size' for
certain fonts. For instance, it doesn't return the correct width for
the "emdash" character in the font I use on this machine.
I haven't found time to investigate this yet, so I haven't filed a bug
report.
