RCS: (vc-next-action 1) only New Backend

Hello


Currently I am running the latest GNU git Emacs version and the vc
version which emacs ships.


In older versions of vc, using the RCS backend it was possible when
running (vc-next-action 1) to move to a different branch
say from 2.10 to 3.1.
The prompt was

"Branch, version, or backend to move to: 

However when I just run that command, I only received the following
prompt:

New backend:

What do I miss is there any variable I could set to obtain the old
behaviour?
