Thanks for reporting the bug. Rather than wonder why the bug is there,
I will ask people to fix it.
There are some pages in gnu.org that don't follow the conventions. It
is a sign of the fact that we don't have a big bureaucracy checking
and enforcing them. But we want to move in the direction of more,
not less, consistency on the site.
