Clang and related build tools are provided by Xcode and the Xcode
Command-Line Tools, so for software that needs to be compiled; yes. But
pre-compiled binaries can be installed without. So it might be
possible—I haven’t tried—to installed Homebrew’s “bottled” GCC, then use
that for software that needs to be compiled from source, all without
agreeing to the Xcode terms.
