I can reproduce it without xref, e.g. just by using next-error-function provided by change-log-mode and Flycheck (which sets next-error-function in buffers locally). Probably Flymake too.
Since the bug is old, I wouldn't call it a blocker for 25.1.I disagree. I think the problem is bad enough to have it solved now.
Please look for other volunteers than myself, then.
