The latter can't be the full replacement for the former:a) font-lock-dont-widen is used well before syntax-ppss-base would take effect. In particular, it affects the result of font-lock-extend-region-functions.
b) font-lock-dont-widen helps with both upper and lower bounds on the buffer position. syntax-ppss-base would only describe one.
