Maybe it's just not reproducible on your system.
I have this file in "/home/micha/Treasure/today/test.el":
test.el
Description: application/emacs-lisp
>From the shell:
address@hidden ~/T/today> emacs -batch -l ./test.el
point is: 20
When I open the file from Emacs and M-x eval-buffer, Emacs prints 10.
