Console Virtual Terminal Sequences
says the Windows console recognizes "38 ; 2 ; <r> ; <g> ; <b>"
(foreground) and "48 ; 2 ; <r> ; <g> ; <b>" (background)
in the Set Graphics Rendition (SGR) control sequence.
However, this Microsoft documentation does not mention how the
feature would be described in termcap or terminfo.
