After "M-x package-list-packages", in the Packages buffer I cannot type anything. Me too on GNU/Linux Mint 18 and macOS nor on MSYS2/MinGW64 or MSYS2 (which has an Emacs package too). It seems WSL related but affects only emacs-25 branch.
WSL installs Ubuntu 14.04 [*] and installing the full emacs24 package does not show the issue (notice that also the full package, a GTK3 build, starts in terminal mode, no GUI).
