I think it would be a good idea to describe this in "Change Logs and
VC", yes.

Actually, I think it fit much better in "Change Log Mode", since the section

you suggest states that it applies to RCS and CVS only and is for "Generating

a change log file from log entries", to which the new option doesn't apply.
