Hmm... indeed, if the leim Makefile had a dependency that forced
(re)compilation of titdic-cnv.el, then the problem would not happen.
So it is also a dependency problem.

And it's not the first/only/last quirk of our Makefiles, so indeed it's
not high-priority to fix it.
