There are 3 references: to main page of fsf site, to emacs-devel, and 
to another GNU page with an explanation why assignment is required 
(well, at least link title says that it should be on that page).

The sentence I advised to change is exactly the same. Not sure about 
the rest of the text, but I don't see anything similar to the 
"reference" or the advice, and there's no "instruction" and "form" 
words anywhere.

Please, check it yourself, I think you just forgot to save the changes.
