Yes but it does not say anything abiout 8859-1 either

(utf-8 iso-2022-7bit iso-latin-1 iso-2022-7bit-lock iso-2022-8bit-ss2 
emacs-mule raw-text iso-2022-jp in-is13194-devanagari chinese-iso-8bit 
utf-8-auto utf-8-with-signature ...)

So iso-latin-1 is the third entry, which explains the behaviour. 
3 questions then

    1. Where is this configured so that I can change it?

    2. What is emacs-mule

    3. What is utf-8-with-signature
