Hi I am getting a ``fingerprint has changed'' message when trying to connect
to elpa. Is this right?

The ELPA key changed, so you probably need something like https://debbugs.gnu.org/cgi/bugreport.cgi?bug=33825 or https://www.reddit.com/r/emacs/comments/aug9in/failed_to_verify_signature_archivecontentssig

Lot of tooling had to adapt to this, see https://github.com/Silex/docker-emacs/pull/52 for an example how it was handled there.
