OK, you are right.

Regarding the names, some suggestions:

ppss-after-quote-character -> -after-quote-p
ppss-start-comment-or-string -> -comment-or-string-start
ppss-internal -> nix

ppss-start-last-complete-sexp and ppss-minimum-paren-depth can probably 
be nixed as well since "they can't be relied on".

And prepend the names with syntax-, I think.
