Not necessarily, no.  There are several ways
one might want function names sorted, including
for the input `file-name-'.

Some of them:

 alphabetically
 alphabetically and case insensitively
 by a fuzzy-match score
 by last use as input 
 by time of previous use, or alphabetically if not used
 ...

And of course the reverse of any order.  Sorting
candidates is an area with lots of room for improvement.
