If packages not in Emacs use s.el which is not in Emacs, it is not
directly an issue for us.  However, it could become an issue for us if
we want to import those packages into Emacs or GNU ELPA.  We can't
import something into GNU ELPA if it depends on something outside of
that.  So at the time of importing it we would have to fix up those
names one way or another.

It depends partly on whether some of those s.el names are a good idea,
and on which ones a given package uses.  Anyway, we can cope.
