If the FSF requires or wants such a small sentence, it doesn't hurt to have it. And there is definitly no reason to ask them to get new legalcounsel because of such a simple and easy thing.
Current design is 3 short lines in the middle, 2 long lines at the bottom. Without the warranty line, it could be 2 short lines in the middle and one long line at the bottom (to keep a balanced visual) and would be both less intrusive and more salient.
