Yes, I think that makes sense (and as Stefan says, this should also work
for the other char-reading functions that we've switched over).
However, I do think it's likely that people who've switched this new
user option on will find themselves in situations where they'll be going
"but this time I do want to switch to another buffer". Would adding a
new keystroke for switch-from-the-minibuffer-even-if-I-don't-usually-want-to
make sense? Bound to some complicate keystroke people are unlikely to
hit by mistake?
