I'd say that ad-hoc mess is just what happens organically if you have
no standard.  But sure, that was all we got from Unix, so I guess that
I will have to agree that we have seen two standards since 1969.

Well, sure.  OTOH, it took 15 years for us to warm up to the XDG BDS
enough to introduce xdg.el - and it is still at least somewhat
controversial - so I expect that we will not see any rush to implement
the new standard either.  ;-)
