And Eli suggested that too, and I think it's fine, so I think we have a
winner.  :-)  I'll copy it over there when applying the patches from the
scratch/emoji branch.

But I'm thinking that I'd rather this go to master than to emacs-28.
Sure, it's self contained, but I'm absolutely confident that there's a
mass of bugs in the code (since it's 526 lines of brand new code,
statistically speaking there should be at least 53 serious bugs in it).

So including it in emacs-28 is likely to make the Emacs 28.1 release be
pushed back.

But I don't have a strong opinion here, so if the consensus is to put it
on emacs-28, I won't protest.
