You guys are splitting hair when we don't even have a reliable means
to tell HarfBuzz the ligature is required for German and not, say, for
English.  Currently, composition-function-table is _global_, i.e. it
affects all the buffers in the session.  We have a lot of turf to
cover before the above fine-tuning will be relevant.

Volunteers and patches are most welcome.
