That's what C-x 2 M-C-v is for?;-)

And with the feature in question you would just scroll with the mouse however far you like, and then return to the original location with e.g. 'C-f'. Far fewer keypresses.

I've used this kind of approach often back in another (non-Emacser) life, and I've missed that ability for a number of years afterward.
