Please don't make such an assumption. I routinely install packages
"by hand", by downloading its Tar file from ELPA and unpacking the
archive in a place of my choice. It's not only possible, it's
actually very easy.

FWIW, I think it's unfortunate that you refuse to consider a different
name.
