you probably need to install some more packages in order for
your operating system to be able to build emacs:
sudo apt update
sudo apt install build-essential
sudo apt build-dep emacs
before building emacs. Otherwise ask a search engine "how
to build emacs on ubuntu" and you will get loads of helpful
links, like this one:
