Only simplification of some unnecessarily guarded code in the implementation
(fboundp checks) but I'd like to make sure that it's safe to do so.
Since ELPA's seq appears to be maintained in separate files and does not copy
seq.el from the Emacs tree directly this appears to be the case but it's nice
to have it confirmed.
