I would remove it as you suggest.

Had thought about having something like this, easy and simple.  

The file INSTALL in this directory says how to build and install GNU
Emacs on various systems, once you have downloaded an Emacs Release
file tree.

The file INSTALL.REPO in this directory says how to build and install GNU
Emacs after downloading the development sources hosted on Savannah.
